Category II* - Education: Master’s Degree or equivalent Advanced Degree in International Relations, Political Sciences, Communications, or in a related field of expertise. In its absence, equivalent professional experience in the field of international development of two years, in addition to the general professional experience fixed below, is required.

- Experience: A minimum of 6 years of working experience in international development, strategic planning, and knowledge of project planning together with a solid understanding of ethnically diverse contexts is required. Experience in development work in a complex conflict setting is required. Experience in Rakhine State in the past two years is advantageous. Active participation in development and implementing partners' coordination mechanisms for the establishment of shared common practices for operational engagement in protracted crisis context will be considered an asset.

- Language skills: Excellent command of English language is a prerequisite. Strong communication skills.

Remarks - Global objective
The overall objective is of the assignment is to a) improve EU policy dialogue and cooperation with key stakeholders, Development and Implementing Partners in Rakhine State as well as b) reinforce and support the preparation and monitoring of EU funded projects.

- Specific objective
The specific objective to ensure effective support to Senior UN Advisor in Rakhine State across humanitarian, human rights, development, and peacebuilding programming. This includes the provision of strategic and operational advice to UN and cooperation partners on humanitarian-development nexus programming, human rights, and peacebuilding with a focus on planning and communication.

- Location and Duration
Provisional start of the assignment is early February 2019 or as soon as possible. The contractor will be informed of the exact starting date following award of the contract. The duration of the assignment is 12 months (tentatively, from 1 February 2019 to 31 January 2020). Planning, including the period for notification for placement of the staff as per Article 16.4 a) of the General Conditions: The expert must be available to work at the mission location. Working days will be distributed more or less evenly during the duration of the assignment. The main location of the assignment is Sittwe, Rakhine State, with limited travel to other locations. Approximately 75% of the working days will be in Sittwe, and the rest of the working days will be in other locations in Myanmar (other locations in Rakhine State, Yangon and Naypyidaw).
